Description of problem:
If a global mirror image snapshot schedule is created, it is incorrectly saved under the config for a specific MGR instance. If that MGR fails over to another instance, the global schedule will not run.

How reproducible:
100%

Steps to Reproduce:
1. Add a global mirror snapshot schedule
2. Failover the MGR to another instance

Actual results:
RBD mirror snapshots are not created

Expected results:
RBD mirror snapshots are created
