RHEL Engineering is moving the tracking of its product development work on RHEL 6 through RHEL 9 to Red Hat Jira (issues.redhat.com). Individual Bugzilla bugs in the statuses "NEW", "ASSIGNED", and "POST" are being migrated throughout September 2023. The link to the successor Jira issue will be found under "Links", have a little "two-footprint" icon next to it, and direct you to the "RHEL project" in Red Hat Jira (issue links are of type "https://issues.redhat.com/browse/RHEL-XXXX", where "X" is a digit). This same link will be available in a blue banner at the top of the page informing you that that bug has been migrated.

Description of problem:
The RHEL 8 stig profile excludes the abrt package. If you select the @debugging group in the Package Selection, this includes python3-abrt-addon, which requires abrt.

Because abrt is excluded, the installation halts because python3-abrt-addon can't be installed.

How reproducible:
Everytime

Steps to Reproduce:
1. Apply STIG
2. Select "Debugging Tools"
3. Continue with the installation

Actual results:
Installation stops with:

  python3-abrt-addon requires abrt but none of the providers can be installed.
   - package abrt is filtered out by exclude filtering


Expected results:
A security profile should gracefully exclude the packages. Either 
 - allow them to be installed if they are a dependency or specifically included.
 - Apply --skip-broken so the excluded package can be worked around

Additional info:
This has occurred similarly with OSPP and the GUI https://bugzilla.redhat.com/show_bug.cgi?id=1787156
