Description of problem:

The OSP16 tools repo has: 
  python3-cinderclient-5.0.1-0.20200326150227.8fa0882.el8ost.noarch.rpm

The OSP16.1 main repo has:
  python3-cinderclient-5.0.1-0.20200326130221.8fa0882.el8ost.noarch.rpm

The content is _exactly_ the same, but the mismatch is peculiar and could cause confusion. Let's rebuild cinderclient in order to make it consistent between 16.1 and 16-tools
