Description of problem:
Testing some PRs for 1.3.2 I noticed that while migrating my normal nginx-example app, no storageclasses were selectable in the dropdown despite gp2 being present as the default storageclass on the target 4.6.1 cluster.

How reproducible:
Every time

Steps to Reproduce:
1. Create nginx-example app as migration workload on 3.11
2. Attempt to migrate to a 4.6.1 cluster spawned with agnosticd
3. Navigate to storageclass designation

Actual results:
No storageclasses selectable in target designation dropdown

Expected results:
Should see at least gp2
