As an OpenStack architect, I need to know if and when it is advantageous to enable the new nova.conf setting `never_download_image_if_on_rbd`. I need to know how to enable this heat so that I can implement infrastructure as code.

We should document what error happens if this setting is true and it causes an instance to not boot. That way the customer will be able to connect that error to this feature.
