Description of problem:
When resizing the terminal window from the top, the whole window moves upward.

Version-Release number of selected component (if applicable):
gnome-shell-3.38.1-2.fc33.x86_64

How reproducible:
100%

Steps to Reproduce:
1. Resize the window from the top.

Actual results:
The whole window moves up.

Expected results:
The window size is adjusted from the top and the bottom side is fixed.
