The bootnet.img file at ftp://ftp.sunet.se/pub/Linux/distributions/redhat/redhat-7.0/i386/en/images/ is incorrect. Apparently it is an exact copy of boot.img in the same directory. I was able to do an FTP-based install by using the bootnet.img file from ftp://ftp.sunet.se/pub/Linux/distributions/redhat/redhat-7.0/i386/en/images/sv/ instead. It appears that this is a usable bootnet.img file; as soon as the initial welcome page (in Swedish) had timed out I was able to proceed with an English-speaking install.

I think that the problem is still there? In the directory ftp://ftp.sunet.se/pub/Linux/distributions/redhat/redhat-7.0/i386/en/images/ the boot.img and bootnet.img files are identical. Thus in this directory there is no usable image file for network boot. For comparison, in the directory ftp://ftp.sunet.se/pub/Linux/distributions/redhat/redhat-7.0/i386/en/images/sv/ the files boot.img and bootnet.img are different.
