[600 days triage] It seems that this issue is already in core OVN. We just need to validate and close this bug.

Verified on RHOS-16.1-RHEL-8-20220917.n.0 with ovn2.13-20.12.0-196.el8fdp.x86_64

Before the verification I managed to reproduce the issue on RHOS-16.1-RHEL-8-20201021.n.0 (OSP16 z2) with ovn2.13-20.06.2-11.el8fdp.x86_64
Connected 200 routers to the external network. Tried to ping router ip addresses on the external network and there were not responding ip addresses.

Tested the same scenario on on RHOS-16.1-RHEL-8-20220917.n.0 with ovn2.13-20.12.0-196.el8fdp.x86_64
All ip addresses of the routers on the external network were accessible.
