Description of problem:
As of nova microversion 2.57, personality is deprecated but heat still try to push personalities to nova and nova returns a cryptic error message like this one:

We are seeing the following error:
ERROR: KeyError: : resources.CSRv_Stack: : 'maxPersonality'

I wrote the patch https://review.opendev.org/#/c/761230 for heat to better handle that situation.
