Description of problem (please be detailed as possible and provide log snippests): There are currently no metrics or alerts for Namespace buckets and Namespace resources. According to https://bugzilla.redhat.com/show_bug.cgi?id=1885150#c9, are NS buckets and NS resources not count in current buckets and resources metrics.

Why is this RFE targeted to 4.6 and not beyond?
NS is GAd in 4.6 but currently the customer doesn't have ways of knowing whats the status of his NS resources and buckets. We agreed (QE, Dev, PM) to add something minimal (no UI, just prometheus metrics, and an alert). This would either be to 4.6 or 4.6.1, with a slight preference for 4.6.1
small addition, customer cannot see the status from OCP, of course, it's being shown in the noobaa UI.
This was agreed to be included in the PgM.
As part of this BZ were added metrics: num_namespace_buckets, num_unhealthy_namespace_buckets and namespace_bucket_healthy --> VERIFIED For alerts was created RFE BZ 1900711. Tested with: ocs-operator.v4.6.0-160.ci
