+++ This bug was initially created as a clone of Bug #1707841 +++

Glance is working on an API to allow users to copy images between backends. If Nova is using RBD and determines that an image is not available in its local ceph, it should use this api to copy it to the local ceph before doing the regular clone behavior. This improves storage efficiency and speed for the next instance in that ceph cluster that uses that same base image.

The feature seems to be working on OSP17.0 already.
