Description of problem:

In order to backport the desired feature/support for configuring TLS proxy ciphers for the openstack-nova noVNC proxy, python-websockify >= 0.9.0 is required as that's the version the config settings/args first appear in:

"TLS ciphers and options are now configurable" [1]
