Description of problem:

Patch https://review.opendev.org/#/c/466631/
  Can we get this backported to queens RHOSP13

Now heat only supports 'vlan' and 'flat' network type
for OS::Neutron::ProviderNet, this will add all other
supported network types: 'vxlan', 'local', 'gre' and
'geneve'.
