This is reported with new rhcs 4.2 baseline without resharding commits [14.2.11-80.el7cp]

Build notes - the latest RHCS 4.2 builds -- ceph-14.2.11-78.el8cp and ceph-14.2.11-78.el7cp -- have the RGW multisite commits removed from ceph-4.2-rhel-patches.
