The 'openstack overcloud export ceph' command introduced by RFE BZ 1857776 works but requires the user to run the command like this:

 sudo -E openstack overcloud export ceph --config-download-dir /var/lib/mistral 

because the --config-download-dir defaults to $HOME/config-download. This is an appropriate default for OSP17 but for OSP16 the default for this parameter should be /var/lib/mistral.
