RHOSP16.1 is packaging an older version of python-portend, 2.6.3, even though the latest upstream version is 2.7.0.  For security reasons, if possible within RHOSP constraints, python-portend should be updated to the latest version.

We should look to see if we want to manage the upstream source with a midstream and auto-import changes from upstream, or if we just want to manage these versions manually (meaning we manage the dist-git repository contents manually and import what we want when we want).
