Description of problem:
When tried to add a new monitor to the cluster, new monitor gets new monitor keyring in /var/lib/ceph monitor folder and thus fails to get added to the cluster though playbook returns green

Version-Release number of selected component (if applicable):
ceph-ansible-4.0.40-1.el8cp.noarch

How reproducible:
Tried once

Steps to Reproduce:
1. Configure a cluster
2. Try to add a monitor to the cluster


Actual results:
Monitor doesn't get added

Expected results:
Monitor should get added
