Scroll bug

Description of problem:
The column management modal footer (with action buttons) is only above half of the table within the modal when the height of the modal requires scrolling.

4.8

How reproducible:
Always

Steps to Reproduce:
1. Go to Nodes page
2. Decrease the height of the screen size until the scrollbar appears within the modal
3. Scroll

Actual results:
The left column of the table overlaps the sticky footer.

Expected results:
The sticky footer should be in front of everything within the modal upon scroll.

The column management modal footer is actually above the table within the modal when the height of the modal requires scrolling, but the background shading of the lower border is cut off.

1. Go to Nodes page
2. Decrease the height of the screen size until the scrollbar appears within the modal
3. Scroll, now the list doesn't looks overflow
