Description of problem:

Add PPC host to Engine fails

PPC host does not support hosted-engine and its repo does not include the package 'ovirt-hosted-engine-setup', but it actually tries to install this package when adding the host to the Engine and fails

How reproducible:
100%

Steps to Reproduce:
1. Add a PPC host to a standalone Engine

Actual results:
Add host fails

Expected results:
Host should be added successfully
