Description of problem:
Perl rebuild fails because of too old bundled Time::Local in tests due to the 50-year bug in Time::Local, which was fixed in 1.26.

Btw, applying https://src.fedoraproject.org/rpms/perl/raw/f30/f/perl-5.28.2-Only-pass-2-digit-years-to-tests-when-testing-2-digi.patch solves the issue.
