Description of problem:

I am trying to run a Fast Forward Upgrade of OpenStack 13 to 16.1 we are using leapp to perform the upgrade and we receive the following leapp error...
"leapp.workflow.InterimPreparation.add_upgrade_boot_entry: error opening /boot/efi/EFI/redhat/grub.cfg for read: No such file or directory"

I dont see a grub.cfg file in that directory..

Our testing is done on Bare Metal nodes NOT VMs and we are NOT using EFI, rather BIOS.

This issue looks very similar to https://bugzilla.redhat.com/show_bug.cgi?id=1667028

I was able to find this https://github.com/oamg/leapp-repository/blob/2c7ba211edb998796e5ad96c21d263694bdf3051/repos/system_upgrade/el7toel8/actors/addupgradebootentry/actor.py#L37
