Description of problem:

Provisioning CR is missing from a must-gather. We need to have it as a related object.

How reproducible:

Always

Steps to Reproduce:
1. Collect a must-gather (oc adm must-gather)
2. Look for the singleton "provisioning-configuration" CR under cluster-scoped resources.

Actual results:

Not found.

Expected results:


must-gather has a directory "./cluster-scoped-resources/metal3.io/provisionings" with provisioning-configuration.yaml in it.
