Description of problem:

rpm-ostreed crashes when trying to install cockpit. It yields an error saying "Bus owner changed"

Version-Release number of selected component (if applicable):

rpm-ostree-2020.8-1.fc33.armv7hl

How reproducible:
Always

Steps to Reproduce:
1. rpm-ostree upgrade
2. rpm-ostree install cockpit
3. Bus owner changed

Actual results:
rpm-ostreed crashes

Expected results:
cockpit to be installed

Additional info:
The coreOS podman container cockpit-ws does not run on arm. Installing cockpit via rpm-ostree is the only option aside from building it from source.
