Cause: OLM doesn't allow skipped versions to be installed if specified in startingCSV (initial installation). Consequence: Those skipped versions are not installable even if users want to install them regardless the reasons why they are skipped. Fix: OLM now allows skipped versions to be installed via startingCSV specification in Subscription. Result: Users now can install skipped versions only in initial installation via startingCSV specification in Subscription. Users still cannot upgrade to skipped versions as expected.
