Launch a cluster with openshift/cluster-version-operator#487 via cluster-bot.

Try to verify this bug before pr merge, but failed due to only one store set for a ci build.

Hrm, [1] landed March 26th, and I didn't notice.  Looks like this went out with 4.5.37 [2].

Bug 1857478 actually tracked that PR out into 4.5.37, so closing this one as a dup.
