Document to disable helm chart repository was missing

Actual results:
Document is missing to disable helm chart repository

Expected results:
There should a document which describe how we can disabled helm chart repo.

Looking into `release-4.7` branch of https://github.com/openshift/console: I can verify that the docs contain the disabling of helm repo.
