Error message on search page while trying to list quick starts.

Description of problem: ConsoleQuickStart resource is not accessible for a developer user.
Prerequisites (if any, like setup, operators/versions):
Steps to Reproduce

    Log in as developer user.
    Go to search and search for ConsoleQuickStart.
    Go to quick start catalog.

Actual results: Gets forbidden error on search page and shows no quick starts items in catalog.
Expected results: Quick starts should be accessible by all users.
Reproducibility (Always/Intermittent/Only Once): Always.

1. Log in as developer user.
2. Go to search and search for ConsoleQuickStart, no forbidden error
3. Go to quick start catalog /quickstart is available and works well for developer user
