Cause: consolequickstarts CRD resource is missing in the 'console-extensions-reader' ClusterRole
Consequence: Logged user can't be able to get consolequickstarts
Fix: Add consolequickstarts CRD resource to the 'console-extensions-reader' ClusterRole
Result: Logged user can get consolequickstarts

Prerequisites (if any, like setup, operators/versions): Steps to Reproduce Log in as developer user. Go to search and search for ConsoleQuickStart. Go to quick start catalog. Actual results: Gets forbidden error on search page and shows no quick starts items in catalog. Expected results: Quick starts should be accessible by all users.
