Description of problem:

The Virtualization section is show at the end of the Workload section although it it is specified to be inserted before the Deployments item.

Specifying an insert location for plugin nav items that reference non-plugin items do not get inserted based on the position. These items get added to the end of the nav section.

Steps to Reproduce:

1. Navigate to the Administrator perspective
2. Expand the Workloads section

Actual results:

The Virtualization item is shown at the bottom of the Workloads section

Expected results:

The Virtualization item is show before the Deployments section
