Would be nice if you could regenerate spec with rust2rpm 17 :)

The reason for having them echo'ed in the %generate_buildrequires is that we don't need python3-devel installed to generate other buildrequires - making it harder for automation and such.

rust2rpm 17 is not available on fedora 33. I can move it manually.
