Acceptance Criteria
As an admin, I want to remove one or more of the pre-defined categories in the filter by category component in the Developer Catalog & associated catalogs
If a catalog entry has a label which matches one of the pre-defined categories that has been removed, it will be shown in Other and All Items
As an admin, I want to add a new category, or subcategory to the category component in the Developer Catalog & associated catalogs
As a developer, I should be able to see any catalog items which have no tags or has tags that don't match an existing category/subcategory in both Other and All Items
