Description of problem:
"Pipelines" list page shows a message "No pipelines found" before it loads the data

How reproducible:
Always

Steps to Reproduce:
1.Create a Pipeline (for example by importing a Deployment from Git with enable option "Add Pipeline"
2. visit pipelines page


Actual results:
Before the loading indicator page was shown, the Pipeline list shows the string "No pipelines found"


Expected results:
Do not render the No pipelines found text before the api call loads the data.
