Found out upstream fix of manual pages generation broken man pages on Fedora.

It seems manual pages regeneration requires change of used docbook templates to namespaced Docbook5 templates.
Check some details on upstream issue https://gitlab.isc.org/isc-projects/bind9/-/issues/2310.
