Description of problem:
With the fix for:
https://github.com/ovn-org/ovn/commit/44c323a077af3709a111a6156850fd77f9302f5e

we have seen a great reduction in memory and cpu usage by the SBDB. We need to enable configuration knob with ovn-k.

Waiting on downstream OVN rpms to be updated with this fix, should happen on 12/21.
