This same link will be available in a blue banner at the top of the page informing you that that bug has been migrated.

Dear Red Hat team,

we would like to ask wether you could backport  
https://github.com/systemd/systemd/commit/6fe2a70b9160e35fdeed9d37bd31727c2d46a8b2
to the current RHEL versions.

Having a timestamp in the 'busctl monitor' output will improve supportability
of systemd issues.

Yes, there is. JSON output was only added in v. 240 and there's been no request to backport it so far, therefore it's not available in RHEL-8.
