Description of problem:
When I tried to test some features on the 4.6 cluster with the latest UI code. Then the UI get autorefresh so frequently and it is very hard to test any feature on the 4.6 cluster with the latest UI code

Prerequisites (if any, like setup, operators/versions):

Steps to Reproduce
- locally setup a 4.6 cluster with the latest UI code
- open console in the browser

Actual results:
UI autorefresh very frequently 

Expected results:
UI should not autorefresh

Reproducibility (Always/Intermittent/Only Once):
always

Verified on local setup with a 4.6.9 cluster.
