Could you update the package to 0.21, please. It would help with evangelizing it. I've updated it, with some cleanup and fixing, and there are builds under https://copr.fedorainfracloud.org/coprs/loveshack/livhpc/build/1846367/ Without the change always to include the patches, the build in copr failed for me, submitting one srpm for all the buildroots, and it's OK just to apply the patch conditionally. I _think_ the result fits the current packaging rules for python. Hope that helps.

I'm on vacation ATM but I do hope to apply these changes and update charliecloud to 0.21 after the break. I've added you as a collaborator to the src.fedoraproject repo, you may apply the the changes at your leisure should you prefer.
