Description of problem:
Going into activities menu on non-primary workspace causes windows to blink.

How reproducible:
Completely

Steps to Reproduce:
1. Open application in workspace under the default one
2. Open "activities"

Actual results:
Open application window "blinks" on both wayland and xorg

Expected results:
Application smoothly shrinks to make room for dock and workspace indicator

(Recorded with phone as when recording (at least with built in GNOME screencasting) the issues cannot be seen. Could this have something to do with the uneven refresh rates between my 144hz monitor and the 60hz recording?)
