The procps doc directory (and possibly subdirs) appear to
have permissions "drwxr--r--". It is missing execute
permission for group and other so only root can view it :-(

In case there are other dirs faulty like this perhaps a
"find ." as a normal user in the /usr/doc directory will
help.
