Description of problem:
Wrong text shown when hovering on lines of charts in API Performance dashboard

Version-Release number of selected component (if applicable):
4.7.0-0.nightly-2020-12-21-131655

How reproducible:
Always

Steps to Reproduce:
1. Login to management console via kubeadmin, navigate Monitoring --> Dashboards.
In the Dashboard drop-down list, select “API Performance”.
2. Hover on lines on charts.
E.g. hover on lines under "api request duration by verb - 99th quantile"

Actual results:
2. Sometimes it shows text correctly with expression and verb, but sometimes it shows "instance", "Code". See screen video.

Expected results:
2. No such wrong text.

I have observed the same behavior, my guess is it is an issue with the console dashboard rendering logic. Can we get this verified with the console qe team?

How the tooltips behave has been changed by https://github.com/openshift/console/pull/7408, which resolves this issue.

New hovering display design

Tested 4.7.0-0.nightly-2021-01-07-181010, original issue is gone, now the  hovering display is as the new design in above PR, see attached screenshot.
