Description of problem:
I ran regression tests, and few tests were failing due to:
"updated status from \"installing\" to \"error\" (dd: failed to open '/dev/sr0': Read-only file system\nDisk /dev/vda is not fast enough for installation)"

The issue is that those installation could have pass, its just that we restrict it. 
We should consider reducing the minimum disk speed requirement and/or change it to display detailed warning, and let the user continue.

Steps to Reproduce:
1. Install cluster using "slow" disks


Actual results:
installation fails

Expected results:
installation continue with warning OR reduce the minimum
