Description of problem:
RHEL 7.9 Guest configured with 2 monitors - QXL/Spice - when opening console, the second display does not work. It sits with "Waiting for display 2" and created 2 QXL device in "Vm Devices" tab

How reproducible:
100%

Steps to Reproduce:
1.Create a RHEL 7.9 guest running on RHV 4.4.4
2.Choose RHEL 7.x operating system on create new virtual machine tab 
3.Configure VM with QXL / Spice and 2 displays

Actual results:
1. 2 QXL device in "Vm devices" tab
2. Second display does not work


Expected results:
1. only 1 QXL device (heads=2) in "Vm device" tab
2. Second display should work

This works for me when creating the virtual machine via the webadmin.
There's a problem with updating virtual machines via the webadmin and the fix for bz 1910411 should take care of all those problems in which linux guests with spice and #monitors > 2 are not set with single-pci.
