Fixed by https://github.com/openshift/kubernetes/pull/435 (Update from Kubernetes 1.19.0 to 1.19.4 in 4.6). Related bug https://bugzilla.redhat.com/show_bug.cgi?id=1900630 (in CLOSED ERRATA state). Moving to MODIFIED as the reported (and fixed) issue can be verified in 4.6.
