That's to be expected, there is no openstack-dashboard 19.0.1, the latest version of that package, that should be used in osp17, is 16.0.1-1. Sorry, there is 17.0.0-1 in trunk. But no idea where you took the 19.0.1 from. Can you tell me where did you find openstack-dashboard-1:19.0.1 ? Sorry, figured out we are skipping U and V and so our versioning is going to not make any sense anymore. I'm fixing the version of the theme now to match the new reality.
