akaplan states:

1. Allow builds to optionally mount cluster trust stores [1]. This requires an update to openshift/api, and currently there is k8s version skew between the api and openshift-apiserver. Stefan has opened a rebase PR, but it is not trivial [2].

This is to support HTTPS proxies in builds. This is a feature we initially claimed to deliver in 4.6 [3], but rolled back [4]. I don't like moving this to 4.8, but if one has to go this is it. The api update requires coordinated PRs across at least 4 repositories, and given the rebase I think there is too much risk.

CC-ing Rolfe - we need to mark BZ 1895093 as a known issue, or remove HTTPS Proxy support as a feature.
