Description of problem:
Default pinned nav items in the dev perspective are missing

Version-Release number of selected component (if applicable):
4.7.0-0.nightly-2020-12-21-131655

How reproducible:
Always

Steps to Reproduce:
1. on a fresh install 
2. go to developer perspective

Actual results:
ConfigMaps and Secrets are missing from the pinned nav section

Expected results:
By default, Config Maps and Secrets should be pinned to the nav.
