Description of problem:
When tried to upgrade cluster from 4.x to 5.x , rolling update fails saying Error EINVAL: invalid command in task [ceph-dashboard : create dashboard admin user]

eph-ansible-6.0.0-0.1.alpha4.el8cp.noarch

How reproducible:
Tried once

Steps to Reproduce:
1. Configure RHCS 4.x cluster
2. try to upgrade cluster using ceph-ansible

Actual results:
stderr: |-
    ******** not valid:  ******** not one of 'true', 'false'
    Invalid command: unused arguments: ['********']
    dashboard ac-user-set-password <username> [--force-password] :  Set user password from -i <file>
    Error EINVAL: invalid command


Expected results:
Rolling update must be successful
