Due to a number of uploaded images graph-builder may not be able to respond in 500ms, as its busy with scraping and parsing release images.

The e2e test needs to be bumped to allow 90 percentile of requests to complete in 1s. This would make e2e test for cincinnati PRs less flaky.

This change doesn't require a QE check and doesn't modify production service SLOs

We won't cut 4.7 or 4.8 operators; moving to 4.9.0 (folks with 4.6 releases will be able to update straight to 4.9).
