During customer debug sessions we found it helpful to have these utilities, but they don't exist on the host OS. Since they are integral to debugging, and they are small, we might as well add them to our container for now.

Some info for the record:

OpenShift version
    4.7.0-0.nightly-2021-01-15-100321
Kubernetes version
    v1.20.0+1f131f3

Steps used to validate: 

oc get pods -n openshift-ovn-kubernetes

And for 1 pod of each type, ovnkube-master, ovnkube-node, ovs-node, used oc rsh to each container within the pod and validated if conntrack and ethtool is installed with `rpm -qa` command.
