Add dyninst 10.2, which is the same version that is in RHEL 8.4 and
GTS 10.1, to devtoolset 10.1 for RHEL7.  This release adds debuginfod support, improves analysis and instrumentation of large binaries, improves parallel code parsing, and improves dwarf support.
