Description of problem:
I can able to restrict the user changing file permissions of the files under
home directory in the console login but in graphical mode i am unable to restrict.
Version-Release number of selected component (if applicable):


How reproducible:
I have restricted the user to use the chmod command 
And login to the graphical mode as a user  right click the file and changed
permissions.


Steps to Reproduce:
1. restrict the users to execute the chmod  command,By login as root and
changing  permission of file chmod.
2.login as user in graphical interface right click the file change the file
permission
